The Hays Caldwell Economic Development Partnership (HCEDP) is thrilled to announce Ally Hoffman, Assistant Vice President in Banking Supervision at the Federal Reserve Bank of Dallas, as the keynote speaker for its highly anticipated annual Economic Outlook – 2025.
With extensive experience in the financial sector, Hoffman brings unparalleled insights into the evolving economic landscape. In her role at the Dallas Fed, she oversees the supervision of capital markets activities, monitors banking conditions within the Eleventh District, and implements supervisory policies critical to maintaining financial stability. Since joining the Federal Reserve in 2019, Hoffman has held numerous leadership roles, contributing significantly to both the Dallas Fed and the broader Federal Reserve System.
Most recently, Hoffman’s work focused on supervising novel activities within the financial sector. Her dedication and expertise earned her the prestigious William Taylor Award in 2023, presented by Federal Reserve Chair Jerome Powell. This honor represents the highest recognition within the Federal Reserve’s Banking Supervision division.
Hoffman’s career began at Ernst & Young, where she specialized in financial services and technology consulting. She also served as a lecturer at the Khoury College of Computer Sciences at Northeastern University. Her academic achievements include a BS from Boston University, an MS from Northeastern University, and a PhD from Oklahoma State University.
In addition to Hoffman’s keynote address, HCEDP is proud to host a distinguished panel of experts to discuss the region’s economic trajectory and key industry trends for 2025. Panelists include:

The Hays Caldwell Economic Development Partnership is preparing for its 11th Annual Innovation Summit.
Industry leaders, tech innovators, and public utility visionaries will gather under one roof to address the region’s most pressing challenges: power generation in a booming corridor, water scarcity in the age of data centers, and the cutting-edge research shaping tomorrow's technology.
Leading the conversation is Chris Stewart, CTO of Freeit Data Solutions.
His opening keynote will remind us that smart infrastructure isn’t just an upgrade—it’s a necessity. Stewart will offer an overview of regional energy use and management, discuss how data centers are being integrated into the landscape, and share insights on the potential role of small modular reactors in meeting future demand.
He’ll be joined by thought leaders from LCRA, ZENNER USA, and Material Hybrid Manufacturing, who will tackle real-world challenges with real-world solutions:
LCRA will explore the delicate balance between powering growth and protecting the region’s most vital resource—water.
Ralph “Martin” Stillinger, Manager of ZENNER USA, will delve into the technologies behind Smart Cities and how they’re reshaping resource management.
Dr. Christopher Reyes, a Star Park company, will wow the audience with 3D-printed battery technology that’s cleaner, lighter, and made right here in Texas—with support from Texas State University.
